PWWSD condemns Deportation of Prisoner Hana’ Shalabi and calls upon International Organizations to release her

The Israeli Prison Service (IPS) continues to apply oppressive policies against Palestinian detainees. Prohibiting family visits, shutting access to higher education, solitary confinement, strip search, and administrative detention have become the norm for punishing Palestinian prisoners in Israeli prisons. In reaction, Palestinian prisoners have declared an open hunger-strike to protest against these measures which allow many prisoners to be detained for unlimited periods of time without trial.
The case of prisoner Hanaa’ Shalabi who went on hunger strike for 43 days in protest against her administrative detention, sets another model for the resilience of Palestinian women. Shalabi who was released in the last prisoners’ swap between Hamas and Israel, was rearrested from her house in Jenin, and recently deported to Gaza for three years.
In the regard, the Palestinian Working Women’s Society for Development denounces the Israeli order to deport Ms. Shalabi to Gaza, and considers deportation a new war crime against Palestinian prisoners. PWWSD calls upon international and local human rights organizations and the Red Cross to reveal the official details of this settlement, and strive to free her, since she is a freed prisoner who has been out only for few months.
The PWWSD denounces to the Israeli policy of deportation, which violates all international agreements and conventions. The PWWSD appreciates and honors all prisoners in Israeli prisons who are fighting against Israeli collective punishment and oppression.  
The Palestinian Working Women’s Society for Development (PWWSD), an organization committed to the upholding of human rights for women, calls for an immediate end to the administrative detention. It calls for the international community to put pressure on Israel to stop the arbitrary detention of Palestinian citizens, and to release those who are being held without substantial evidence.

Psycho-social program conducts Several Debriefing Sessions during March


The Psycho-social program at the Palestinian Working Women’s Society for Development in Nablus, and as member of the coalition for Psycho-social support, conducted a debriefing workshop for the civic educators and councilors. The program also implemented other debriefing activities for women who lost family members, in order to entertain and educate them.
The program implemented a series of educational activities that addressed children’s behavioral disorders including shoplifting, and stubbornness. The activities also discussed the ways of dealing with these disorders.
The counseling program receives emergency calls at 1800606060 and provides psycho-social consultation for violated women, or refers these women to specialized institutions for aid. The program also receives individual cases, who meet with councilors Futna Khalifa and Klara Yaeech for consultation.

Social Protection and Work Freedoms for Women

The Palestinian Working Women’s Society for Development organized a meeting for women working in the nongovernmental sector, kindergartens and the private schools. Over 60 women participated in the meeting, which took place in the office of the PWWSD in Nablus. The coordinator for the Women’s Empowerment program Mrs. Samar Hawash led the meeting, while civic educator Maysara Subuh facilitated the discussion.
In the beginning of the meeting, a brainstorming session took place, during which many questions were raised about social protection for working women, the main obstacles and challenges that working women face in work locations, and the possible ways of securing a decent life and work conditions for working women.
Mrs. Samar Hawash explained that work has become an essential requirement for living, and one of the most important social values; therefore, social protection for working women is a basic human right requires protection. Mrs. Hawash talked about the political, cultural and economic factors that play role in the absence of social protection for working women, in addition to the lack in awareness and education. She also talked about the challenges women encounter including low wages, the oppressive work conditions, the limited holidays and illegally extended work hours, the cuts in pension and the lack in facilities for working mothers like nurseries.
Mrs. Hawash also talked about the flaws in the Palestinian Law of Labor, in addition to the legal challenges that obstruct women from achieving their rights, due to the dominant stereotypical image of women.  She also explained the failures in implementing the laws, especially by the monitoring and control unit in the Ministry of Labor. She stressed the need for these institutions to abide by the international standards, and to provide respectful work conditions for women who suffer from gender-based discrimination in all sectors. She called for recognition of women’s household work and work in agriculture, which should be represented in the GDP.
In the end of her speech, Mrs. Samar Hawash stressed the need to organize women in unions and cooperatives to defend and represent their interests. Also, she stressed the need to continue to lobby and pressure the decision-makers in order to adopt social protection policies that include a minimum for wages, social security, and law for pensions of women working in the private and NGOs.
Civic educator Maysara Subuh added that work is a basic human right, and a need for living, for its economic, social and political benefits. Women’s right to work also shatters the stereotypical image of women, and is the primary step to achieve concrete development. Current reality could not be changed without awareness and educational activities, or the support and engagement of all sectors. There is also a need for a national Palestinian vision and clear and objective-oriented policies concerning women’s rights.
In the end of the meeting, the participants submitted the following recommendations:
1.    -- To continue to hold awareness and educational activities for women
2.      For business owners to be flexible with women in the work locations according to the official laws, in order to encourage more women to join the productive labor force
3.       -- To combat the gender-based discrimination by issuing a minimum rate for wages based on the Law of Labor.
4.       -- To continue to lobby and pressure the decision-makers to provide social security for women, and to adopt policies that guarantee social protection for workers in the private sector
5.      -- To provide crediting system (marketing and crediting cooperatives) that help women working in the informal sector and within the household.
6.    -- To activate the monitoring and control procedures by the Ministry of Labor in order to assure the implementation of the Labor of Law.
Participants also called for support for the women working in the kindergartens and private schools to be represented before the government and the decision-makers by the unions and syndicates.

Head of Mission of the Netherlands Representation visits PWWSD



The Head of Mission of the Netherlands Representation to the PA Mrs. Birgitta Tazelaar visited the Palestinian Working Women’s Society for Development on Wednesday. Mrs. Tazelaar met with the general director of the PWWSD Mrs. Amal Khreishe, and the coordinator for the counseling program Mrs. Suhad Abdellatif. In the meeting Mrs. Khreishe talked about the conditions of Palestinian women, and the political, economic and social challenges they face on a daily basis. She also talked about the achievements of the feminist movement and its ongoing activities to lobby the decision-makers and to open access for women to the decision-making circles. Mrs. Khreishe also talked about the amendments to the elections’ law which allowed a positive discrimination with women: the system of the “quota”. She also talked about the feminist mobilization to engage women in the ongoing agreement process between Hamas and Fateh.
Mrs. Birgitta Tazelaar who worked in the Dutch Representative Office 13 years ago talked about the changes in women’s conditions in the Palestinian Territory, and about the challenges Palestinian women suffer from. She advised to put more efforts to show the work of the feminist movement to defend women’s rights, and also the work of the PWWSD in women’s economic, political and social empowerment.
In the end of the meeting, the two parties agreed to continue to work together in order to achieve peace and justice in the Palestinian society.

جمعية المرأة العاملة تستنكر قرار ابعاد الاسيرة شلبي وتطالب المؤسسات الدولية بالتدخل لإطلاق سراحها


جمعية المرأة العاملة تستنكر قرار ابعاد الاسيرة شلبي وتطالب المؤسسات الدولية بالتدخل لإطلاق سراحها
يخوض الأسرى والاسيرات داخل سجون الاحتلال الاسرائيلي هذه الأيام معركة الصمود والتحدي ضد سياسات وقرارات سلطات سجون الاحتلال الاسرائيلي التي تتزايد يوما بعد يوم والمتمثلة بسحب حقوقهم التي كفلتها مواثيق حقوق الانسان الدولية والمتمثلة بمنعهم من زيارات أهاليهم، واكمال تعليمهم الجامعي، وسياسة العزل الانفرادي والتفتيش العاري،والاعتقال الاداري التي تنتهجها سلطات الاحتلال حيث تحتجز المئات من الاسرى/ات الفلسطينيين دون محاكمة ولفترات زمنية غير محدودة ودون تهم واضحة أو محاكمة.
 وتشكل قضية الاسيرة هناء الشلبي التي خاضت معركة الامعاء الخاوية ل 43 يوماً بسبب اعتقالها الاداري نموذجا أسطوريا لصمود المرأة الفلسطينية المناضلة،يشار الى ان الاسيرة شلبي كان قد أفرج عنها مؤخرا في صفقة تبادل الاسرى بين حماس واسرائيل مقابل الجندي الاسرائيلي جلعاد شاليط، وأعيد اعتقالها قبل نحو شهرين، لتعلن سلطات الاحتلال وبصورة مفاجئة عن قرار ابعادها لغزة لثلاث سنوات مقابل وقف اضرابها عن الطعام.
وفي هذا الاطار تعبر جمعية المرأة العاملة الفلسطينية للتنمية عن رفضها واستنكارها المطلق لهذا لقرار الاسرائيلي المجحف واللانساني والمنافي لحقوق الانسان باعتباره جريمة حرب اسرائيلية جديدة بحق الاسيرات والاسرى داخل سجون الاحتلال، وتطالب الجمعية كافة المؤسسات الحقوقية والدولية والصليب الأحمر الدولي بالكشف عن تفاصيل هذا الاتفاق الغامض بشكل رسمي،والعمل على اطلاق سراحها خاصة وانها اسيرة محررة لم يمض على الافراج عنها عدة أشهر.
كما وتؤكد جمعية المرأة العاملة على رفضها المطلق لسياسة الابعاد الاسرائيلي التي تخالف كافة المواثيق والاعراف الدولية. وتوجه جمعية المرأة العاملة تحياتها وتقديرها لكافة الاسيرات والاسرى داخل سجون الاحتلال الذين يخوضون معركة شرسة مع الاحتلال الذي يمارس بحقهم شتى أصناف العقاب الجماعي والقمع، وتخص بالذكرى الاسرى المضربين عن الطعام والأسيرة هناء الشلبي التي خاضت إضرابا عن الطعام لم يسبق له مثيل في تاريخ الحركة الأسيرة من قِبل أي أسيرة فلسطينية، حيث رسمت بصمودها وثباتها صورة مشرقة للمرأة الفلسطينية المناضلة والمكافحة.
كما وتدعو الجمعية المجتمع الدولي للعمل من اجل إلزام سلطات الاحتلال الإسرائيلي لاحترام الشرعية الدولية لحقوق الإنسان وإعمال مبدأ المحاسبة تجاه ما ترتكبه إسرائيل من جرائم تستوجب ملاحقة من يقترفها ومن يأمر باقترافها وضمان رفع الحصانة عن المجرم بما يساهم في تحقيق العدالة في الأراضي الفلسطينية، ويفتح آفاقاً لإرساء سلام عادل قائم على احترام حقوق الشعب الفلسطيني وفق مبادئ ومضامين العدالة الاجتماعية والأمن الإنساني.
وتشير الجمعية الى أن تأثيرات الاحتلال الإسرائيلي على النساء الفلسطينيات تأخذ أبعادا متداخلة وتعكس عنفا مركبا حيث تشير معظم استطلاعات الرأي لوجود تزايد في العنف وحالات الاعتقال والقمع الاسرائيلي للنساء الفلسطينيات، لذا تطالب جمعية المرأة العاملة الفلسطينية للتنمية كافة الدول الموقعة على اتفاقية جنيف الرابعة الالتزام بمسؤولياتها من اجل حماية الشعب الفلسطيني وتحقيق مطالبه العادلة في بناء دولة فلسطينية مستقلة ذات سيادة.
